I was  watching the news when I heard the reporter say  the IRS promises to be more compassionate, details next . &nbsp;At first I thought  Oh yeah, this is just like when Raymond s mom (from Everybody Loves Raymond) was showing my wife how to cook - but then I regained my senses enough to realize this was not a dream. The IRS announced that in light of the economic slowdown, they would be more flexible when dealing with taxpayers who are having trouble making their tax payments. They did make a point of saying that this would be for people who have always made payments on time in the past. Taxpayers that the IRS has had problems collecting from in the past would be shown no leniency. &nbsp;</span> </p> <p class=MsoNormal style='margin-bottom:10.0pt;text-align:justify'><span style='font-family:"Calibri","sans-serif"'>This morning I checked the IRS website and found that the IRS s Taxpayer s Advocate had recommended leniency along with a call for tax simplification in a report to Congress. </span><a href="http://cts.vresp.com/c/?TaxThink/b0a6ae844e/b5287335cc/1d52c57a3b"><span style='font-family:"Calibri","sans-serif";color:blue'>See the article on the IRS website</span></a><span style='font-family:"Calibri","sans-serif"'>. &nbsp;The IRS is indicating that they will take a person s financial situation into consideration when they are trying to collect taxes that may be owed. They have not indicated they will do fewer audits or step down from the hard-line positions they have been taking lately. </span></p> <p class=MsoNormal style='margin-bottom:10.0pt;text-align:justify'><strong><span style='font-family:"Calibri","sans-serif"'>Don t let the news reports fool you; the days of the  Kinder Friendlier IRS are gone.</span></strong><span style='font-family:"Calibri","sans-serif"'> The IRS has been under tremendous pressure from Congress to increase collections. Back in 2001, the IRS instituted a major research study to examine the  Tax Gap . The  tax gap is the difference between the amount of taxes actually collected, and the amount that would have been collected if nobody was cheating.&nbsp; The IRS took this study back to Congress with the hope of getting a budget increase so they could catch all of those  tax cheats . Instead, Congress turned on them! Congress asked:  Isn t it your responsibility to collect taxes? To which the IRS replied:  Yes . What Congress replied is absolutely amazing, at least in my opinion, as it was one of those rare occurrences where Congress used logic and common sense! Congress determined that the IRS was not doing its job, the budget was not substantially increased but the IRS was told to collect more taxes and close the  gap .&nbsp; Since then, we are on our fifth IRS director or acting director. </span></p> <p class=MsoNormal style='margin-bottom:10.0pt;text-align:justify'><span style='font-family:"Calibri","sans-serif"'>The IRS has changed over the past several years and<strong><span style='font-family:"Calibri","sans-serif"'> just because you may have  gotten away with some things in the past does not mean you will in the future. </span></strong>Nor does not mean that we all should just give up and pay even more taxes than we should. We must use all the tools we have to follow the IRS rules and guidelines so that we can lower our taxes.
